Overview

JOB PURPOSE:

 

A key to consistent delivery of Energy Systems Group’s systems and services is our attention to Engineering.  Engineering can involve the technical support required to develop small installations to large, multi-million dollar projects.  The Development Engineering Manager is responsible for managing the activities of the regional development team to ensure all goals and objectives of supporting the project development phase are accomplished. Responsible for the development, compliance and utilization of standard process and calculation methodologies, and other process improvement activities with his or her peer group and senior management. He or she is also responsible for providing frequent status reports to senior leadership.  Effective Engineering management applies technical knowledge expertise, project knowledge, people and communication skills, as well as management talent, in a proactive manner to ensure that our commitments are met on time, within budget, and at the quality expected by the customer.

Responsibilities

MAIN ACCOUNTABILITIES:

 

  • Reviews the schedules and budgets for all Engineering functions initial sales support through project completion.
  • Manages, directs, and coordinates, the regional development Leads to ensure that projects are on schedule and within budget
  • Manages the engineering process to develop, the project scope of work, accurate cost estimates consistent with the scope of work, energy savings estimates based on documented calculations and assumptions, and the energy savings guarantees consistent with the calculations and an understanding of their limited accuracy, contractors and suppliers for proposals, and approves changes to ensure financial achievement goals
  • Establishes staffing needs for the reporting regional Development team as required to meet business plan; arranges for recruitment or assignment of Engineering personnel; ensures smooth transition between engineering and Project Manager
  • Assigns new projects to the engineering team ensuring an equal distribution of workload on each team member
  • Manages Development lead activities supporting direction and coordination of Engineering personnel and consultants supporting the project development, coordinating with the Design Engineering Manager, to ensure documentation and projects progress on schedule and within prescribed budgets
  • Provides guidance and advice in the selection of the subcontractors and vendors to deliver the project per our requirement and standards
  • Provides guidance and advice on pitfalls and ways to mitigate issues during the development process and support the development team in effectively and efficiently marshaling a project through the contractual requirements set forth under the associated contract vehicle.
  • Provide expertise and insight into the agency requirements steps which are required to be performed during the development process in support of the associated contract vehicle, agency level requirements and legal constraints.
  • Provides the training and professional development of the Development Leads; assists in customer presentations and provide technical support
  • Maintain, manage, and train on current technology
  • Performs all duties as deemed necessary by management

Qualifications

JOB REQUIREMENTS: 

 

EDUCATION/CERTIFICATIONS and EXPERIENCE

Minimum:

  • Bachelor’s degree from four-year college or university with seven (7) to ten (10) years’ related experience, preferably in performance contracting in the delivery side; or an equivalent combination of education and experience
  • Two (2) years’ management experience

Preferred:

  • Three (3) to five (5) years’ experience in performance contracting in the Federal Market
  • Two (2) years’ management experience
  • A Masters in Engineering or Business Management

 

COMPETENCY REQUIREMENTS

  • Excellent organizational skills and communication skills (verbal and written), with the ability to effectively communicate with people at all levels of management in ESG
  • Ability to read, analyze and interpret mechanical and engineering periodicals and schematics, professional journals, technical procedures, and governmental regulations
  • Ability to compose and write reports, business correspondence, and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to define problems, collect data, establish facts, and make informed decisions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Critical thinking capabilities to support development leads in identifying and managing potential issues; a progressive thought leader to identify underlying concerns and secondary approaches.
  • Must have the ability to work and communicate effectively with a diverse workforce and customer base
  • Maturity and professionalism to effectively handle frequent exposure to senior members at ESG, as well as with external organizations, customers, and the public

Ability to travel up to 30%, including overnight stays, is required.

 

Consistent and reliable attendance is required.
