Overview

JOB PURPOSE

The Contract Analyst Senior position is a Federal Business Unit (FBU) based permanent, exempt position.   This position will be responsible for providing contract management functional support to project teams consisting of business development, engineering, project management, construction management, and procurement in the pursuit and execution of federal and utility projects implementing Energy Conservation Measures.

Additionally the Contract Analyst Senior will provide support to Manager, Contracts and Compliance to ensure operational compliance with Statutory Provisions, Federal Acquisition Regulation and Standard Business Operating Procedures/Best Practices.

Responsibilities

MAIN ACCOUNTABILITIES

  • Negotiate and administer multiple types of contracts including Energy Savings Performance Contracts (ESPC), Utility Energy Services Performance Contracts (UESC) and ESG Work Authorizations.  Coordinate across FBU functions and project teams to ensure successful fulfillment of contractual obligations.
  • Evaluate RFP contractual requirements and advise FBU of contractual considerations, required FAR flow-down provisions, and contract performance risk elements.
  • Review and/or draft contractual documents; prepare negotiation plans, negotiate with customers and definitize contractual obligations.
  • Monitor contract performance for compliance with terms, applicable laws, delivery schedules, payment provisions, data reporting requirements, certified payroll reporting and other contractual requirements.
  • Negotiate and process contract change orders as necessary.
  • Identify contractual performance issues, ambiguities and claims, when required. Lead actions to closure.
  • Perform various contract administration functions such as maintaining contract records, monitoring funding, processing contractor qualification packages, coordinating with corporate regarding bonding, insurance and accounting requirements.
  • Prepare and process Non-Disclosure Agreements to support the business. Maintain record of agreements.
  • Develop Standard Operating Procedures/Best Practices for Contracts and Federal Compliance.
  • Prepare Small Business Plans for project proposals and contracts.
  • Perform other appropriate duties as deemed necessary by management.

Qualifications

JOB REQUIREMENTS

 

EDUCATION/CERTIFICATIONS and EXPERIENCE

Minimum:

  • Bachelor’s degree in business administration or related field.
  • Eight or more years related experience in federal contracting or a contracts law based discipline.
  • Subject matter expertise in federal policy and regulations.
  • Proven negotiation and contracting experience.
  • Strong customer service and problem solving skills.

 Preferred:

  • Experience with energy contracting, construction and/or design professional contracts; especially ESPC and UESC contracting.
  • Advanced degree.
  • Federal agency experience.
  • Multi-faceted skills in Contract Management, Finance and Project Management.

  • Excellent communication skills (verbal and written) with the ability to develop and communicate clear, concise, and consistent provisions for contracts and other legal documents.
  • Proven ability to lead and bring open actions to closure.
  • Critical thinking; ability to formulate logical approaches and recommendations.
  • Thorough understanding of FAR, DFARs and other federal agency requirements.
  • Strong analytical, contracting and negotiating skills.
  • Process policy development and implementation.
  • Ability to work efficiently in a sales driven environment, prioritize key activities, meet deadlines and maintain strong customer service focus (internal and external).
  • Flexible and adaptable to work with ambiguous and dynamic environments.
  • Self-motivated and able to work with minimal supervision.
  • Ability to work well across organizational functions and with all levels of personnel.
  • Excellent organizational skills and attention to details.
  • Ability to exercise good judgment, be tactful, work efficiently under pressure, drive favorable outcomes.
  • Maturity and professionalism to effectively handle frequent exposure to senior leadership at ESG, as well as with external organizations, customers, and the public.
  • Proficient in Microsoft Office.
