Overview

JOB PURPOSE:

 

The Operations & Maintenance (O&M) Project Development Engineer works with the Operations Services (OS) and business unit teams to complete specific tasks on operations, maintenance, energy conservation, capital improvement, and infrastructure projects through multiple forms of procurement and contracts.  Examples of typical tasks may include, but are not limited to, creating all phases of engineering designs for O&M projects, surveying a facility for current equipment inventory and condition, developing O&M scopes of work for contractor quotes and customer proposals, coordinating work with contractors, developing and presenting customer O&M training, and assisting with the commissioning during implementation.

Responsibilities

MAIN ACCOUNTABILITIES:

Operations Services Support

  • Works with O&M technical staff, vendors, subcontractors, and consultants to create all phases of engineering designs for O&M projects
  • Capable of self-performing mechanical and limited electrical designs for facility projects  
  • Develops scopes of work for obtaining subcontractor quotes for implementing facility projects of all sizes.
  • Capable of managing all phases of the implementation of facility projects.
  • Performs engineering analysis of facility operations for monthly emissions, energy, and operations reporting, identify operating trends and potential equipment issues,
  • Consults with facility personnel on O&M issues requiring engineering support.

Business Unit Sales/Implementation Support

  • Applies foundational technical methods to create Performance Contracting projects
  • Creates O&M scopes of work for obtaining contractor quotes and inclusion in customer proposals and contracts.
  • Conducts site visits to understand proposed implementation projects, inventory and survey existing conditions, and gather customer O&M data.
  • Develops long term O&M cost estimates using contractor and vendor quotes/estimates, technical staff input, RS Means, and historical data.
  • Develops and implements O&M training plans for presentation to customer and OS personnel.
  • Assists with commissioning and Quality Assurance/Quality Control (QA/QC) efforts during implementation with primary focus on long term O&M reliability and cost efficiency.

General

  • Core Competency in O&M practices and developing and delivering O&M projects
  • Must be capable of working in a team environment and being adequately self-directed.
  • Keeps abreast of current technologies by reading magazine articles, attending seminars and conferences and developing relationships with contractors and suppliers who are creative and provide technical excellence
  • Performs related work as required
  • Performs all duties as deemed necessary by management

Qualifications

JOB REQUIREMENTS:

EDUCATION/ CERTIFICATIONS

Minimum:

  • Bachelor’s degree from an ABET accredited Engineering/Technology program or equivalent
  • Engineer-in-Training (EIT) designation from the National Council of Examiners for Engineering and Surveying (NCEES)

Preferred:

  • Professional Engineer (PE) license
  • Five (5) years experience in Operations and Maintenance or Facilities Engineering
  • Any of the following certifications:◦
    • Certified Energy Manager  (CEM)
    • Any LEED Certification
    • NEBB
    • TAB
    • Any ASHRAE Certification
  • Subject matter expert in one or more of the following:
    • Maintenance and reliability practices
    • Building/Industrial Automation and Controls
    • Central Energy Plants (electrical power, steam, heating hot water, combined heat and power, chilled water, compressed air, etc.)
    • Distribution Systems (electrical power, steam, heating hot water, chilled water, compressed air, ventilation and space conditioning, etc.)
    • Continuous commissioning
    • Retro-commissioning

 

EXPERIENCE

Minimum:

  • Three (3) years’ experience in an Operations and Maintenance related field with design or two (2) years interning with ESG
  • Two (2) years’ experience in the development, design, and implementation of facilities related projects two (2) years interning with ESG

 

Preferred:

  • Seven (7) years’ experience in an Operations and Maintenance related field with design
  • Four (4) years’ experience in the development, design, and implementation of facilities related projects
  • Experience analyzing and designing energy savings driven facilities projects.
  • Experience with environmental permitting.
  • Demonstrated experience and success with commissioning processes of new and upgraded facilities, including: Thermal, chilled water, electrical, power generation, heat recovery, distributed control, and distributed control systems.

  • Ability to apply background knowledge and technical capability to a variety of plant equipment and operations
  • Strong comprehension and retention skills, and analytical problem-solving skills
  • Excellent communication skills (verbal and written) and ability to effectively communicate with multiple teams
  • Proven ability to handle multiple tasks, prioritize, and meet tight timelines
  • Ability to compose and write reports, business correspondence and procedure manuals
  • Ability to read, analyze and interpret professional journals, technical procedures or government regulations
  • Ability to interpret an extensive variety of technical and mechanical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Ability to effectively present information as required
  • Demonstrated ability to work a problem or task to conclusion, utilizing any resource available
  • Advanced skills utilizing Excel, AutoCAD (or equivalent), and PowerPoint
  • Working knowledge of Adobe, E-Quest, DOE-II, RIVET TRANE Trace, or Carrier HAP
  • Proficiency with RS Means, CMMS, and ERP systems.
  • Maturity and professionalism to effectively handle exposure to all levels of management at ESG, as well as interfacing with customers, clients and the public

The employee is required to work in an indoor environment. The noise level in the work environment is usually moderate.  This individual must be able to travel frequently.

 

This position requires the ability to think quickly on your feet while maintaining a level head. The ability to defuse sensitive issues is mandatory.

 

Able to gain access customer sites.  A Department of Defense security clearance is not required.

 

Registered driver’s license is required.

 

Consistent and reliable attendance is required.
