Overview

 

 

Energy Systems Group (ESG) is currently looking for a highly motivated and organized professional to join our Federal Business Unit (FBU) as a Contract Analyst.The Contract Analyst position is a Federal Business Unit (FBU) based permanent, exempt position. This position will be responsible for providing contract management functional support to project teams consisting of business development, engineering, project management, construction management, and procurement in the pursuit and execution of federal and utility projects implementing Energy Conservation Measures.

Additionally Contract Analyst will provide support to Manager, Contracts and Compliance to ensure operational compliance with Statutory Provisions, Federal Acquisition Regulation and Standard Business Operating Procedures/Best Practices.

 

Responsibilities

 

  • Perform various contract administration functions such as maintaining contract records, monitoring funding, processing contractor qualification packages, coordinating with corporate regarding bonding, insurance and accounting requirements.
  • Coordinate across FBU functions and project teams to ensure successful fulfillment of contractual obligations.
  • Evaluate RFP contractual requirements and advises FBU of contractual considerations, required FAR flow-down provisions, and contract performance risk elements.
  • Review and/or draft contractual documents; prepares negotiation plans, negotiates with customers and definitizes contractual obligations.
  • Monitor contract performance for compliance with terms, applicable laws, delivery schedules, payment provisions, data reporting requirements, certified payroll reporting and other contractual requirements.
  • Negotiate and process contract amendments as necessary.
  • Identify contractual performance issues, ambiguities and claims, when required.
  • Prepare and process Non-Disclosure Agreements to support the business. Maintain record of agreements.
  • Develop Standard Operating Procedures/Best Practices for Contracts and Federal Compliance.
  • Assist in the development of Small Business Plans for project proposals and contracts.
  • Prepare and submit annual/semi-annual small business contracting reports through the Electronic Subcontract Reporting System (ESRS).
  • Maintain updated registration in Federal Systems for Account Management (SAM).
  • Point of contact for Customer Performance Assessment Reporting Systems (CPARs). Notifies of Customer reports generated, and coordinates processing of contractor assessment comments in accordance with required timelines.
  • Perform other appropriate duties as deemed necessary by management.

 

 

 

Qualifications

Minimum:

  • Bachelor’s degree in business administration or related field.
  • Three to five years related experience in federal contracting or a contracts law based discipline.

Preferred:

  • Five or more years related experience in federal contracting or a contracts law based discipline.
  • Experience with energy contracting, construction and/or design professional contracts desirable.
  • Knowledge of Service Contracting Act and Davis Bacon Wage Rates.

COMPETENCY REQUIREMENTS

  • Excellent communication skills (verbal and written) with the ability to develop and communicate clear, concise, and consistent provisions for contracts and other legal documents.
  • Ability to formulate logical approaches and recommendations.
  • Thorough understanding of Federal Acquisition Regulation (FAR).
  • Strong analytical, contracting and negotiating skills.
  • Process policy development and implementation.
  • Ability to work efficiently in a sales driven environment, prioritize key activities, meet deadlines and maintain strong customer service focus (internal and external).
  • Flexible and adaptable to work with ambiguous and dynamic environments.
  • Self-motivated and able to work with minimal supervision.
  • Ability to work well across organizational functions and with all levels of personnel.
  • Excellent organizational skills and attentive to details.
  • Ability to exercise good judgment, be tactful, work efficiently under pressure, drive favorable outcomes.
  • Maturity and professionalism to effectively handle frequent exposure to senior leadership at ESG, as well as with external organizations, customers, and the public.
  • Proficient in Microsoft Office.
