Manage the contracting function on Federal Business Unit (FBU) projects, including negotiation, administration, and management of all customer-facing contracts

Lead compliance efforts with respect to statutory provisions, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and standard business operating procedures



  • Manage all aspects of contracting function between ESG and the Federal Government with a strong understanding and experience working with federal procurement and the associated FAR/DFARS.
  • Participate in negotiations with federal and utility customers with respect to contracts for the design and delivery of energy infrastructure project contracts (primarily ESPC and UESC) including IDIQ contracts, Master Subcontract Agreements with utilities, task/delivery orders, contract work authorizations and the like
  • Identify and develop alternative contracting vehicles
  • Draft contract documents, customer delay notices, change orders, correspondence and similar
  • Coordinate input from internal departments in the contract development process to ensure all stakeholders’ input is reflected in the contract
  • Coordinate the federal contract function with all departments
  • Manage administration of FBU energy conservation project contracts in delivery, including customer delay notices and similar
  • Evaluate RFP and task/delivery order contractual requirements and advise FBU of contractual considerations, required FAR/DFARS and/or other agency or customer specific flow-down provisions, and contract performance risk elements
  • Lead resolution of disputes over contract performance, ambiguities and claims
  • Manage project insurance and bonding requirements
  • Negotiate customer facing Non-Disclosure Agreements
  • Establish contract development, management and compliance procedures/best practices for FBU consistent with corporate policy, FAR/DFARS and other applicable law or regulation
  • Responsible for quality control of customer-facing contract documents
  • Provide leadership and oversight to FBU compliance efforts to ensure federal agency rules and statutory regulations are followed. Provide training as appropriate.
  • Consult with internal and external legal counsel as needed to improve policy and procedures, and resolve complex legal issues regarding contracts, compliance and negotiations
  • Supervise and develop a team of one or more contract specialists
  • Perform other appropriate duties as deemed necessary by management






  • Bachelor’s degree in relevant major
  • Ten years’ relevant experience in government procurement, contracting or similar



  • Master’s Degree in relevant discipline deemed a plus
  • Experience as a federal contracting officer
  • Experience negotiating contracts with the government on behalf of private industry
  • Strong familiarity with energy services contracts (such as ESPC and UESC)
  • Experience with construction and design-build contracts



  • Excellent communication skills (verbal and written) with the ability to develop and communicate clear, concise, and consistent provisions for contracts and other legal documents
  • Ability to develop effective working relationships, both internally and externally
  • Good leadership and coaching skills pertaining to contract management strategies, critical negotiations, dispute resolution and other items of high impact to the business
  • Ability to formulate logical approaches and recommendations to address complex issues
  • Ability to define problems, collect data, establish facts, and draw valid conclusions; exercise discretion and independent judgment
  • Thorough understanding of FAR and DFARS
  • Process policy development and implementation
  • Ability to prioritize key activities, responding quickly and efficiently to a large volume of “high priority” requests on a daily basis; works diligently on time sensitive matters
  • Self-motivated and self-directed
  • Ability to work well across organizational functions and with all levels of personnel
  • Excellent organizational skills
  • Ability to exercise good judgment, be tactful, work efficiently under pressure, drive outcomes and persuade other parties to the fairness of the ESG position
  • Maturity and professionalism to effectively handle frequent exposure to senior leadership at ESG, as well as with external organizations, customers, and the public
  • Ability to proficiently use Microsoft Office programs

The employee is required to work in an indoor environment. The noise level in the work environment is usually moderate.


Consistent and reliable attendance is required.  Some travel is required.
