  • Overview

    JOB PURPOSE: Procurement and Sourcing Support for Project Teams


    This position is to support functional teams consisting of engineers, project and construction managers for federal government construction and O&M projects.  Proficient in assembling Request for Proposal (RFP) documents.  Source, perform supplier qualification and small business set asides for ongoing projects. 

    Experienced in preparing procurement acquisition strategy, execution and recommendations for procuring equipment (boilers, chillers, lighting, etc.) and services (mechanical, electrical, controls, engineering consultants, etc). Perform cost analysis and/or market analysis.  Perform contract negotiations and definitization.  Ensure subcontract templates are compliant with Federal law, customer, and project requirements. Monitor and review certified payroll reports for project compliance. Working closely with accounts payable to ensure execution of work against invoices.  


    Supplier Sourcing and Relationship management

    • Develop overall sourcing strategy for project team including acquisition planning, supplier qualification, negotiations, contract management and supplier relationship management
    • Manage procurement process for technical, complex materials, services or construction projects that ensure availability and quality at the lowest total cost to the company.
    • Perform supplier qualification including capabilities, analysis of supplier financials, safety ratings, insurance, debarment and risk management
    • Maintain a high level of product, services and industry awareness to keep current on new suppliers, technologies, strategies and market trends in Energy and Construction Industries
    • Develop close working relationships with project managers to ensure initiatives are prioritized and barriers are eliminated to ensure project deliverables are achieved
    • Participate in achieving company’s small business program goals including identifying and assisting sources, networking and reporting as well as directing the compilation of reports.

    Revenue and Margin Contribution

    • Partner with project managers to generate creative solutions to improve project margin
    • Make recommendations around make verses buy concept.
    • Gain understanding around tax requirements for projects.
    • Negotiate pricing, terms of payment, and contractual language.

    Contract Management

    • Manage the contract negotiation process including bid documentation, drafting, review, finalizing and execution of agreements for construction and engineering services
    • Develop and execute all supplier contractual documents including purchase orders, work orders, service orders, change orders, lien waivers, performance bonds, terms and conditions, etc. in a timely manner
    • Ensures supplier contract compliance to Federal Acquisition Regulations, Sarbanes Oxley, Procurement Standard Operating Procedures and Company process/policy.

    Operational Excellence

    • Maintain current knowledge of pricing, delivery trends, FARs and Legal requirements for acquisition
    • Builds effective relationships with project manager and team members and advises individuals on procurement optimization, contract negotiation and other procurement policies and procedures as required.
    • Develop quality control measures to ensure compliance to Sarbanes Oxley Act, Procurement Standard Operating Procedures and Company process/policy
    • Promotes best practices across the company.
    • Works to create and promote a safe working environment




    • BA or BS in Procurement, Business or Technical field
    • 3-5 years of procurement, sourcing or supply chain experience
    • Project management experience leading complex projects


    • 5-7 years’ experience in procurement
    • Strong knowledge of procurement processes and analytical ability
    • Strong contracting and negotiating skills
    • Experience successfully managing complex, multi-stakeholder projects


    • Highly developed strategic thinking skills and ability to make sound business judgments related to strategic supply philosophies and initiatives
    • Expert knowledge of procurement practices and logistics. 
    • Ability to coordinate multiple sourcing initiatives across different project teams and organizational initiatives
    • High degree of flexibility and adaptability to manage through ambiguous and dynamic environments
    • Outstanding written, verbal communication and interpersonal skills
    • Aptitude for solving complex problems and influencing stakeholders,
    • Demonstrated ability to meet aggressive deadlines and maintain strong customer service focus both internally and externally
    • Considerable knowledge of the principles and techniques of the negotiation process for purchases including terms and conditions involved in the bid process and contract drafting, industry trends and technological developments
    • Working knowledge and understanding of Davis Bacon Wage determination and the Federal Acquisition Regulations (FAR).
    • Ability to successfully complete a mechanical and electrical aptitude assessment
